Respected Sir,
I am confident that under your able, agile , prompt , dedicated stewardship you would not tolerate to the the lethargic, incompetent work attitude prevailing in Anti Corruption Bureau in Government of Gujarat.
The details are brought to your notice for your kind perusal while marking a copy to the Anti Corruption Bureau and media so as to wake up Anti corruption Bureau to wake up from their deep slumber and making them vibrant and galvanise them into action.
Briefly , I would like to draw your attention that Mr. M. M. Patel , Police Inspector working with Anti Corruption Bureau is inefficient , incompetent and lethargic and has to be spoon fed as to how the inquiry has to be conducted speedily and it is apparent that when such a senior person conducts inquiry at snail's pace and has to be spoon fed then one can infer that he is in collusion with the bankers such as Oriental Bank of Commerce and the management of Core Healthcare group and has been helping them to loot the shareholders, public depositors and person like me.
Mr.Patel gives the impression of Hoti Hai Chalti Hai attitude lacking sense of urgency and he lacks the spirit of making on the spot inquiry with the bankers by recording the statements of bankers and all persons connected with Core Healthcare group.
One can probably infer that the way there was cash-for questions in the Parliament ,one may be able to shed inertia in Anti Corruption Department provided one has something to offer to the concerned officer in Anti Corruption Bureau so as to bring momentum in the working of Anti Corruption Department.
When Oriental Bank of Commerce knows that Anti Corruption Bureau has failed to conduct inquiry on Oriental Bank of Commerce then they would presume that Anti Corruption Bureau is toothless and cannot create impact on them and they know that Anti Corruption Bureau can be managed. Besides , they get chance to tamper, manipulate , destroy and fabricate various evidences on account of the contents of my emails to them.
I most humbly request you to give urgent directions in the matter while arresting the bankers for not taking initiative to give detailed reply to Anti Corruption Bureau and the undersigned when I have sent emails to them from time to time.
I am marking a copy to Anti Corruption Bureau as well as others and the media for the sake of transparency as well as to give them a real jolt and shock.
As the assets of Core Healthcare Limited are going for a song ( Rs 1000 crores getting disposed for Rs 300 crores ) , it is necessary that you would be kind enough to take personal follow up action to avoid ignorance stand taken by the Prime Minister in the payoff of around 64 crores in Bofors scandal while creating great turbulence in the country .
The details of Background correspondence is given in the ANNEXURE to the present email.
Thanking You.
Yours most respectfully,
Pankaj S Mody
ANNEXURE
BACKGROUND INFORMATION OF CORRESPONDENCE:-
Following is the list of some correspondence addressed to Anti Corruption Bureau and till date there is no progress has been done by them :-
I had addressed email on September 5, 2005 to Anti Corruption Bureau and had furnished details of various internet links so that they can commence immediate inquiry in the matter. However , this was not done on priority basis even when sending such emails would not take more than an hour or two at the most. The internet links are as under:-
Saturday, July 24, 1999 , Thursday, October 21, 1999 , Tuesday, December 21, 1999 , Tuesday, March 11, 2003 , Monday, March 17, 2003 , Wednesday, May 19, 2004 . Monday, December 27, 2004 , Thursday, May 05, 2005 , Friday, June 03, 2005 , Tuesday, June 07, 2005 , Wednesday, June 08, 2005 , Saturday, August 20, 2005 , Monday, August 22, 2005 , Thursday, August 25, 2005 ,
I had addressed email to Anti Corruption Bureau on 9th November 2005 ( http://acbinq.blogspot.com/2005_11_09_acbinq_archive.html) stating that I had handed personally handed over to the Anti Corruption Bureau letter dated 18th October 2005 when I had visited Anti Corruption Bureau on 18th October 2005 and had also given a copy of various internet links in light of emails to ACB from time to time.
I had drawn attention of Anti Corruption Bureau on 23/24th November 2005 ( link: http://acbinq.blogspot.com/2005_11_24_acbinq_archive.html ) that the assets of Core Healthcare Ltd are being disposed off for a sum of Rs 300 crores as against market value of Rs 1000 crores ( as referred earlier in Gujarat High Court) and hence there is every reason to probe the matter on priority basis.
I had addressed email to the legal department of Government of Gujarat while marking a copy to the Anticorruption Bureau as per the internet link as under:-
http://acbinq.blogspot.com/2006_01_03_acbinq_archive.html
(On account of above email, It also appears that Anti Corruption Bureau has not drawn the attention of the Legal Department of Government of Gujarat so that they can file suitable urgent application to Gujarat High Court restraining the take over of Core Healthcare assets being disposed at distress sale value. I am marking of present email to large various persons, media ,etc so that the Anti Corruption Bureau gets a shock and proceeds with lightining speed to conduct inquiry and furnishing reply to the undersigned by email. This would reflect their efficiency and effectiveness and transparency)
The AntiCorruption Bureau has not obtained any written reply backed by documentary evidences from Oriental Bank of Commerce in light of my email sent on 4th January 2006 addressed to your Honor while marking a copy to the Anti Corruption Bureau. The text of email is as per the link:-
http://acbinq.blogspot.com/2006_01_04_acbinq_archive.html+
The text of the above email had made reference of email sent on 5th May 2005 and 7-6-2005 addressed to Oriental Bank of Commerce.
The Anti Corruption Bureau has not obtained any written affidavit from Oriental Bank of Commerce as referred in an email once again on 5th January 2006 while marking a copy to your Honour. The text of email is as per the link :-
